Research on Developing a Three-dimensional Competency Framework for Emergency Translation Professionals in Application-oriented Undergraduate Education

Abstract

In the context of advancing national emergency management systems and modernizing social governance, emergency language services have become a crucial pillar for public safety infrastructure development and international risk communication. As a key component of language service systems, the quality of emergency translation professionals directly determines the accuracy and timeliness of information dissemination during emergencies, especially in cross-cultural scenarios such as international disaster relief and global pandemic response. However, existing translation programs in application-oriented undergraduate institutions often suffer from fragmented curricula, insufficient interdisciplinary integration, and weak industry collaboration, which hinder the cultivation of professionals capable of responding to real-world emergencies. To address this gap, this study, grounded in the practical realities of application-oriented undergraduate education which emphasizes employment-oriented and practice-driven talent cultivation, explores the construction path of a “three-dimensional competency” training system for emergency translation professionals through an interdiscipli-nary perspective integrating linguistics, emergency management, and communi-cation studies. By establishing a composite teaching structure integrating “Language Skills—Emergency Knowledge—Communication Strategies”, this ap-proach addresses the current drawbacks of translation programs in application-oriented undergraduate institutions, such as simplistic curriculum structures and weak interdisciplinary integration, and drives the transformation from traditional language service-oriented training to emergency application-oriented models. This study clarifies the connotation of the three-dimensional competency, constructs a supporting system covering curriculum, practice, faculty, and evaluation, and proposes countermeasures for implementation challenges. It aims to provide practical guidance for cultivating versatile emergency translation professionals who meet national public safety needs and regional emergency response requirements.
