Abstract
This research confronts specific challenges prevalent in contemporary campus safety governance, including issues such as “information silos, delayed emergency responses, and fragmented governance efforts.” Adopting a synergistic “Technology-Institution-Organization” perspective, it constructs a comprehensive theoretical framework centered on “Intelligent Transformation - Digital Transition - Networked Integration,” meticulously clarifying their interconnected logical rela-tionships as the “Perceptual Foundation - Core Driver - Synergistic Key” respectively. Drawing theoretical support from collaborative governance, emergency management, and resilience theories, the study advocates for a paradigm shift in campus safety from a reactive “Static Security” model towards a more proactive and adaptive “Dynamic Resilience” approach. It provides an in-depth analysis of how this integrated model fundamentally reshapes safety perception and decision-making mechanisms, optimizes core operational and administrative processes, and facilitates the construction of robust collaborative governance networks. The study further validates the model’s practical effectiveness in overcoming traditional governance dilemmas and discusses potential challenges associated with its technological promotion and widespread implementation. This research contributes to the enrichment of public safety technology empowerment theory and offers a practical, actionable paradigm of “Technology + Institution + Organization” synergy to advance the modernization of campus safety governance systems.
