On Foreign Language Public Signage: A Case Study of City S in the Yangtze River Delta, China

Abstract

As China’s urban internationalization strategy continues to advance, foreign language public signage—an integral component of the public language service system—plays an indispensable role in improving the business environment, enhancing the international image of cities, and facilitating the daily lives of foreign residents. Taking City S in the Yangtze River Delta as a case study, this paper draws on field research and policy document analysis to systematically examine the practical approaches, institutional mechanisms, and exemplary practices in the development of local foreign language signage. It further analyzes key challenges faced by the city in terms of regulatory standardization, systemic coordination, and governance effectiveness. Based on a comparative review of best practices in cities such as Shenzhen, Ningbo, and Hainan, the study proposes policy recommendations including the enhancement of top-level design mechanisms, the establishment of a robust standardization framework, improved financial and regulatory support systems, and the development of intelligent governance platforms. These findings aim to inform local governments in advancing urban language governance and constructing an internationalized linguistic landscape.
