Abstract

Uzbekistan is home to key UNESCO World Heritage sites such as Samarkand, Bukhara, and Khiva, which form the core of the country’s tourism development. However, the development of tourism in Uzbekistan faces numerous challenges. This study aims to clarify the role of these heritage sites in the national tourism landscape, examine their development dynamics and challenges, and propose a framework for sustainable tourism enhancement. This study identifies the pri-mary issues in the tourism development of these heritage sites and proposes targeted strategies based on problem analysis. The main challenges identified include: inadequate infrastructure (transportation, accommodation); limited tourism products (relying on traditional sightseeing), lacking cultural depth and innovation; imbalance between heritage protection and tourism development, with funding shortages and overdevelopment threatening the authenticity of heritage sites; and weak international marketing, with room for improvement in terms of visibility and influence. This research endeavors to elucidate the function of UNESCO World Heritage Sites within Uzbekistan’s evolving tourism landscape, critically examine contemporary development dynamics and associated challenges, and deliver a robust framework integrating theoretical grounding with practical pathways for sustainable tourism enhancement.
