Can Talent Introduction Enhance the Innovation Output of Chinese Enterprises?

Abstract

Researching the impact of talent introduction policies on promoting innovation in manufacturing enterprises is of great significance. In recent years, many cities have implemented talent introduction policies. This study uses government subsidies for enterprise talent as a measure to determine whether a company has been influenced by such policies. The findings indicate that talent introduction policies significantly promote talent inflow, addressing labor shortages in enterprises while enhancing their innovation capacity, optimizing production efficiency, and stimulating innovation vitality. Cities implementing talent introduction policies often attract more high-quality talents, such as university graduates and researchers. However, there remains a substantial gap between state-owned and non-state-owned manufacturing enterprises in terms of talent acquisition, which may result from policy preferences. Therefore, when designing talent introduction policies, governments should focus on expanding university enrollment, improving the quality of admissions and talent training, fostering university-industry collaboration, accelerating the transformation of scientific and technological achievements, leveraging the functions of higher education, and promoting innovation-driven enterprise development. Simultaneously, it is essential to consider the balanced development of manufacturing enterprises across different ownership structures.
