Abstract
Democracy and the legal system are the two pillars of modern national governance, playing a decisive role in national development. Democracy provides citizens with the right to vote, express themselves, and supervise, which forms the basis for the delegation of state power. The legal system regulates state governance and protects people's rights and interests by establishing a fair and reasonable legal framework. Democracy and the legal system work together to reflect the will of the people and maintain social order. They have a profound impact on the social environment of a country. From a global perspective, this paper analyzes the concept, connotation, and development of democracy and the rule of law. It discusses their positive and negative effects on the national social environment, as well as how to optimize the operation of democracy and the rule of law through institutional design and practical innovation. The aim is to promote the improvement and development of the social environment.
