Impact of Liberalizing China Education Services Under GATS

Abstract

As one of the classifications of service trade, education services have been booming in these years. In analyzing the impact of liberalizing China's education services, the paper intends to first introduce four formats of China's education services: cross-border supply, consumption abroad, commercial presence, and presence of a natural person, it will explain the current situation of China education services by analyzing the achievements and problems of these four educa-tion services. Next, the impact of liberalizing four formats of China education services under GATS will be emphasized. Through the elaboration and analysis of theory and cases, this paper finds that all four types of educational services in China have greater room for improvement compared to foreign countries. However, they also face great challenges, such as scarce educational resources and imperfect educational infrastructure. Therefore, this paper also puts forward relevant recommendations in order to encourage China's service education to continue liberalizing international education and improving the quality of edu-cation services under the rules of GATS.
