Performance Evaluation of Special Fund for Chinese Private Education: Logic and Index System

Abstract

Assessing fiscal expenditure performance is a crucial tool for enhancing the Chinese government's credibility and effectiveness, ultimately improving its governance capacity. The evaluation of the performance of private education financial funds is beneficial for enhancing the vitality of private education, standardizing conduct, improving the quality of private schools, and fostering the establishment of a long-term mechanism for financial support to private education. The People's Congress, finance department, education department, and educational institutions are the entities being evaluated. Based on the logical framework and the "4Es" (Effectiveness, Efficiency, Economy, and Equity), the performance evaluation structure consists of three levels: macro policy performance, intermediate supervision performance, and micro utilization performance. In accordance with the principles of relevance and guidance, outcome-oriented and process control, quantitative and qualitative measures, and adequacy and feasibility, a performance evaluation index system suitable for the special fund for private education is established. The data structure needs to be strengthened to ensure accurate performance evaluation.
