Information Governance Strategies of China in Mass Emergency Situations: Analyzing Pandemic Response

Abstract

In response to COVID-19, China implemented stringent measures to prevent the spread of the pandemic. In this process, information governance tools have played a crucial role in reducing information asymmetry and addressing the issue of incomplete information. According to the information transmission process, the practical applications of information governance tools are categorized into three groups: information transmission, information screening, and information feedback. In developing the information tools in the new governance theory, Lester M. Salamon suggests that information governance tools can be analyzed and evaluated based on five dimensions: directness, automation, visibility, compulsion, and timeliness. Information governance tools are used in both direct and indirect ways to respond to major emergencies. The management organization implementing the information tool requires some manual input, but the transmission of information is highly automated. The budget and formulation process for the information governance tool lack transparency. The information governance tool, when used in conjunction with other comprehensive regulatory tools, ensures the successful implementation of the system. The effectiveness of the tools is low in the early stage of the pandemic but improves significantly in the later stage.
