Abstract

The rapid growth of tourism in the western ethnic regions of China serves as a crucial bridge between poverty alleviation and rural revitalization. This, in turn, contributes to the overall national revitalization and helps achieve the significant goal of shared prosperity in China. This study is based on the current situation of open scenic spots in ethnic minority areas of western China, using Aba Tibetan and Qiang Autonomous Prefecture in Sichuan Province as a case study. Through a literature review, the research is grounded in property rights theory and stakeholder theory for the case analysis. Combining the current situation and case analysis, the following three suggestions are proposed for the management and operation of open scenic spots in Aba Prefecture: (1) flexible scenic spot management, reasonable hiring of management personnel; (2) Separate the property rights of scenic spots and explore market-oriented operation; (3) Establish administrative management agencies for scenic spots to avoid unclear responsibilities and powers; (4) Integrate the talent resources of tourism-related enterprises and mobilize the enthusiasm of scenic area management.
